Thermal recycling is the process of collecting waste heat (to generate electricity and provide heat) from incinerating plastic and other types of waste, excluding plastic PET bottles and food trays, instead of using landfills.
Policy of the 23 Cities of Tokyo
In order to extend the lifespan of landfills and to use recyclable resources effectively, a revised separate garbage collection is being planned, with the aim of introducing thermal recycling by FY2008.
Shinagawa Programs Aiming for Official Implementation
Bearing the policy of the 23 cities of Tokyo in mind, Shinagawa City introduced a revised separate garbage collection policy in July of this year in Nishi-Gotanda 5 and 6-chome, and Ebara 1 and 2-chome, and is using it as a model for further changes. Differences in the amount of garbage are being examined, while the collection of such recyclable resources as plastic PET bottles and food trays, as well as the collecting and handling of plastic waste, rubber and leather, are being carefully enforced.
